Psychoville

Pshychoville is a British comedy/thiller television series, produced by the BBC.  The series stars Reece Shearsmith, Steve Pemberton, Dawn French and Jason Tompkins.

The story is about five eccentric characters, who all receive a note in the mail "I know you did it". 

The characters include, a handless clown, a woman who thinks a doll is her real baby, a man obsessed with serial killers, a blind stuffed toy collector and a midget stage actor who believes he has strange powers.

If that doesn't sound weird enough the individual stories get even stranger with the blind toy collector getting into a bidding war for a stuffed toy with a pair of overweight siamese twins. 

Eventually the characters are brought together for the series finale.  The series is made up of seven episodes.
